Từ khi được chính thức ra đời thông qua hai pháp lệnh về ngân hàng ngày 24 tháng 5 năm 1990, hệ thống Ngân hàng thương mại Việt Nam đã không ngừng lớn mạnh về quy mô, chất lượng và loại hình dịch vụ cũng như hiệu quả trong kinh doanh. Dưới bối cảnh nền kinh tế thị trường thời hội nhập – hoạt động thương mại quốc tế xuất nhập khẩu ngày càng đóng vai trò quan trọng trong việc tăng trưởng kinh tế trong nước, các dịch vụ của NHTM, đặc biệt là dịch vụ thanh toán quốc tế. Do đó cũng đòi hỏi hơn nữa sự chú trọng và không ngừng được phát triển.
