Cuối cùng, cần phải cung cấp đủ và huy động nguồn lực tài chính để thực hiện tất cả những , tránh sự chồng chéo và thiếu sự phối hợp và lông ghép của Kế hoạch hành động về GNRRTT và TƯBĐKH giữa cấp Bộ và cấp Tỉnh.
