Ngân hàng trung ương không thể cấm đoán mãi được hoạt động của thị trường ngoại hối chợ đen trong bối cảnh thị trường tiền tệ Việt Nam chưa phát triển đầy đủ, thị trường các sản phẩm phái sinh tiền tệ chậm phát triển, thiếu các công cụ kinh doanh tiền tệ, nền kinh tế chủ yếu sử dụng tiền mặt, tâm lý chuộng ngoại tệ trong người dân còn lớn… Cho nên, chính phủ nên thừa nhận thị trường không chính thức và tìm cách quản lý nó. Khi thị trường tài chính phát triển đến một mức độ nhất định tự nhiên thị trường này sẽ không còn đất sống. Vậy có thể nói là thị trường ngoại hối chợ đen tồn tại trong giai đoạn chuyển tiếp của thị trường tiền tệ là vì nó hợp lý và đáp ứng được một số nhu cầu của xã hội.
