Bên cạnh đó, còn tổ chức đào tạo các chương trình bằng tiếng Anh; mời giáo sư là người nước ngoài hoặc Việt kiều tham gia giảng dạy, quản lý; một số cơ sở giáo dục đại học có tiềm năng sẽ được phát triển để có thể trở thành đại học tầm cỡ khu vực thế giới
