Họ chỉ là triều đình trên danh nghĩa không có quyền hành, là những viên chức phục vụ. Thỉnh thoảng họ được mở hội nghị Cơ mật viện hoặc Hội đồng thượng thư do Khâm sứ Trung kỳ chủ tọa làm tư vấn lấy lệ. Do không có quân đội, Bộ Binh trong triều đình danh nghĩa này bị bãi bỏ.
