Danh mục hàng hóa xuất khẩu, nhập khẩu miễn thuế và phiếu theo dõi trừ lùi được xây dựng một lần cho cả dự án, hoặc từng giai đoạn thực hiện dự án, từng hạng mục công trình của dự án (nếu tại giấy phép đầu tư của cơ quan có thẩm quyền cấp hoặc luận chứng kinh tế kỹ thuật, các tài liệu khoa học kỹ thuật của dự án… thể hiện dự án thực hiện theo từng giai đoạn hoặc theo từng hạng mục công trình);
Trường hợp số lượng hàng hoá hoặc trị giá hàng hoá xuất khẩu, nhập khẩu miễn thuế ghi trên Danh mục có sai sót hoặc thay đổi so với đăng ký ban đầu thì doanh nghiệp được bổ sung, điều chỉnh nhưng hàng hoá bổ sung phải phù hợp với nhu cầu của dự án và phải đáp ứng qui định về tổng trị giá nêu tại điểm b khoản 21 Điều 100 Thông tư này.
