Để thực hiện được các dự án này thì việc đảm bảo được vốn đầu tư là vấn đề hết sức quan trọng. Thông thường các phương án, dự án cần lượng vốn đầu tư nhiều hơn rất nhiều so với vốn mà chủ đầu tư có. Do đó chủ đầu tư phải tìm kiếm nguồn tài chính hỗ trợ từ bên ngoài. Có rất nhiều cách để huy động vốn đầu tư, tuy nhiên nguồn vốn vay từ các ngân hàng thương mại chiếm tỷ trọng lớn và quan trọng.
Mặt khác hoạt động cho vay của ngân hàng thương mại luôn tiềm ẩn rất nhiều rủi ro. Để đảm bảo ngân hàng có thể thu hồi được cả gốc và lãi vay thì công tác thẩm định cho vay cần phải chú trọng đặc biệt. Công tác thẩm định có tính quyết định tới chất lượng cho vay của ngân hàng, tới tỉ lệ nợ quá hạn, nợ xấu và ảnh hưởng tới thu nhập của ngân hàng, tới khả năng hoạt động của ngân hàng.
