Hiệp định TPP cho phép nước nhập khẩu áp dụng biện pháp tự vệ, tăng thuế ưu đãi trở lại mức thuế MFN nếu lượng nhập khẩu từ các nước TPP có khả năng gây ra hoặc gây ra thiệt hại nghiêm trọng đến ngành sản xuất trong nước.
