- Phát triển và sử dụng nguồn năng

- Phát triển và sử dụng nguồn năng lượng tái tạo góp phần thực hiện các mục tiêu môi trường bền vững và phát triển nền kinh tế xanh:
+ Giảm nhẹ phát thải khí nhà kính trong các hoạt động năng lượng so với phương án phát triển bình thường: Khoảng 5% vào năm 2020; khoảng 25% vào năm 2030 và khoảng 45% vào năm 2050.
+ Góp phần giảm nhiên liệu nhập khẩu cho mục đích năng lượng: Giảm khoảng 40 triệu tấn than và 3,7 triệu tấn sản phẩm dầu vào năm 2030; giảm khoảng 150 triệu tấn than và 10,5 triệu tấn sản phẩm dầu vào năm 2050.
- Tăng tổng các nguồn năng lượng tái tạo sản xuất, sử dụng từ khoảng 25 triệu TOE (tấn dầu tương đương) vào năm 2015 lên đạt khoảng 37 triệu TOE vào năm 2020; khoảng 62 triệu TOE vào năm 2030 và 138 triệu TOE vào năm 2050. Tỷ lệ năng lượng tái tạo trong tổng tiêu thụ năng lượng sơ cấp năm 2015 đạt khoảng 31,8%; khoảng 31,0% vào năm 2020; khoảng 32,3% vào năm 2030 và tăng lên, đạt khoảng 44,0% vào năm 2050.
