Hệ thống ngân hàng với sự giám sát lỏng lẻo cho phép các ngân hàng có tỷ lệ vốn lưu động không phù hợp. Theo số liệu của Ngân hàng Thanh toán Quốc tế (BIS) năm 1997,tỷ lệ vốn lưu động ở Philippines là 17%, ở Hồng Kông là 18% và ở Singapore là 19%, tỷ lệ này cao hơn nhiều so với tiêu chuẩn tối thiểu quốc tế.
