Mặt khác, còn rất nhiều cơ sở sản xuất không xử lý nước thải, phần lớn các bệnh viện và cơ sở y tế lớn chưa có hệ thống xử lý nước thải; một lượng rác thải rắn lớn trong thành phố không thu gom hết được… là những nguồn quan trọng gây ra ô nhiễm nước.
