Bài học từ thất bại khi mở lớp đào tạo, bồi dưỡng
tại Trường Đại học Kinh tế Quốc dân

Trường Đại học Kinh tế Quốc dân được thành lập năm 1956 với tên gọi ban đầu là Trường Kinh tế Tài chính. Lúc đó, Trường được đặt trong hệ thống Đại học nhân dân Việt Nam trực thuộc Thủ tướng Chính phủ. Năm 1985, Bộ trưởng Bộ đại học và Trung học chuyên nghiệp (nay là Bộ Giáo dục và Đào tạo) ra Quyết định đổi tên Trường Kinh tế Tài chính thành Trường Đại học Kinh tế Quốc dân. Trải qua hơn nửa thế kỷ xây dựng và phát triển, Trường Đại học Kinh tế Quốc dân luôn luôn giữ vững vị trí là trường trọng điểm quốc gia, trường Đại học hàng đầu về kinh tế, quản lý và quản trị kinh doanh trong hệ thống các trường đại học của Việt Nam.
Trong tương lai Trường Đại học Kinh tế Quốc dân phấn đấu phát triển thành trường đại học định hướng nghiên cứu, trường đại học đa ngành có uy tín, đạt chất lượng đẳng cấp khu vực và quốc tế trong lĩnh vực quản lý kinh tế, quản trị kinh doanh và một số lĩnh vực mũi nhọn khác. Để đảm bảo cho việc thực hiện tốt nhiệm vụ được giao, nâng cao trình độ lý luận cho từng viên chức quản lý, cũng như nhằm đảm bảo sự thống nhất trong việc tổ chức chỉ đạo, quản lý, điều hành và triển khai thực hiện các nhiệm vụ, Trường Đại học Kinh tế Quốc dân phối hợp với Học viện Chính trị Quốc gia Hồ Chí Minh tổ chức khóa học “Lý luận chính trị cao cấp” tại Trường Đại học Kinh tế Quốc dân.

1. Kế hoạch mở lớp
Đào tạo, bồi dưỡng cán bộ tại Trường Đại học Kinh tế quốc dân là công tác được tiến hành thường xuyên để nâng cao trình độ nghiệp vụ, chuyên môn và quản lý cho viên chức; tạo điều kiện để viên chức phát huy khả năng, hoàn thành tốt nhiệm vụ, đạt hiệu quả cao trong công việc; góp phần xây dựng đội ngũ cán bộ, viên chức theo hướng chuyên nghiệp, đáp ứng yêu cầu đổi mới, phát triển Trường Đại học Kinh tế Quốc dân.
Trong năm 2015, Trường Đại học Kinh tế Quốc dân dự kiến tổ chức một khóa học “cao cấp lý luận chính trị”, nhằm nâng cao trình độ lý luận cho cán bộ quản lý, góp phần xây dựng đội ngũ cán bộ chất lượng cao cho Trường Đại học Kinh tế Quốc dân. Trong khoảng đầu năm 2015, Trường Đại học Kinh tế Quốc dân cơ bản kiện toàn bộ máy viên chức quản lý theo nhiệm kỳ hiệu trưởng 2013 – 2018 với việc bổ nhiệm mới, bổ nhiệm lại và kéo dài cho 203 viên chức quản lý. Để thực hiện việc mở lớp hiệu quả và đúng tiến độ, Nhà trường dự kiến mở lớp vào tháng 10 năm 2015 và thời gian dự kiến của một khóa học được kéo dài trong ba năm. Vì đây là một lớp học chính quy, nên thời gian học tập sẽ diễn ra vào khoảng 2 đến 3 buổi trong một tuần, do đó tạo điều kiện thuận lợi cho viên chức quản lý của Trường Đại học Kinh tế Quốc dân vừa làm việc và vừa đi học, tạo điều kiện cho việc quản lý lớp học được tiến hành thuận tiện hơn.
Về đơn vị đào tạo, Trường Đại học Kinh tế Quốc dân sẽ phối hợp với Học viện Chính trị Quốc gia Hồ Chí Minh cùng tổ chức. Học viện chính trị quốc gia Hồ Chí Minh sẽ chịu trách nhiệm về công tác kiểm tra, sát hạch về tuyển sinh, nội dung bài giảng và công tác cấp bằng tốt nghiệp. Trường Đại học Kinh tế Quốc dân sẽ chịu trách nhiệm về kinh phí đào tạo và thu phí đào tạo với các cán bộ, công chức, viện chức không thuộc Trường Đại học Kinh tế quốc dân.
Đối tượng đào tạo là các viên chức quản lý thuộc trường Đại học Kinh tế Quốc dân và các cán bộ, viên chức quản lý trong các trường Đại học, học viện, viện nghiên cứu trực thuộc Bộ Giáo dục và Đào tạo. Do tính chất của lớp học “cao cấp lý luận chính trị” nên số lượng học viên được giới hạn khoảng 50 người, việc tuyển sinh học viên cũng phải phu hợp theo tiêu trí:
Thứ nhất, là Đảng viên Đảng Cộng sản Việt Nam;
Thứ hai, có bằng tổ nghiệp đại học trở lên trong hệ thống giáo dục quốc dân Việt Nam hoặc ở nước ngoài;
Thứ ba, tuổi đời từ 40 tuổi trở lên đối với nam và từ 35 tuổi trở lên đối với nữ (tính đến hết tháng 9/2015);
Cuối cùng, Cán bộ, viên chức đang công tác giảng dạy, nghiên cứu tại các học viện; viện nghiên cứu; trường đại học; trường chính trị, trung tâm bồi dưỡng chính trị (bao gồm: cán bộ cấp vụ, khoa, phòng, giảng viên chính trở lên).
Trước đây, Học viện chính trị Quốc gia Hồ Chí Minh đã từng mở một lớp “Cao cấp lý luận chính trị” tại Trường Đại học Kinh tế Quốc dân, nên công tác tổ chức lớp học được thực hiện rất thuận lợi, tiến độ mở lớp được tiến hành theo đúng tiến độ như kế hoạch đã đặt ra.

2. Ảnh hưởng của yếu tố thứ ba
Việc thực hiện mở một lớp học cũng giồng như việc thực hiện một dự án. ở đây, Học viên chính trị quốc gia Hồ Chí Minh là đơn vị đào tạo (trong một dự án được ví như đơn vị thực hiện) và cán bộ, viên chức quản lý của các Trường đại học, học viện, viện nghiên cứu trực thuộc Bộ Giáo dục và Đào tạo nói trung và Trường Đại học Kinh tế quốc dân nói riêng là đơn vị thụ hưởng. Hiệu quả của việc tổ chức lớp học được đánh giá là rất cao và được rất nhiều cá nhân, cũng như các đơn vị, tổ chức mong đợi.
Tuy nhiên, cũng giống như một dự án, việc thực hiện mở một lớp học “cao cấp lý luận chính trị” không chỉ là việc phối hợp giữa hai đơn vị cùng tổ chức, mà còn phụ thuộc rất nhiều vào yếu tố thứ ba, đó là sự đồng ý của đơn vị quản lý cấp trên. Ở đây, đơn vị quản lý cấp trên là Đảng ủy khố các trường Đại học, Cao đẳng và Bộ Giáo dục và Đào tạo. Theo như ý kiến chỉ đạo từ đơn vị cấp trên, Trường Đại học Kinh tế Quốc dân phối hợp với Học viện chính trị quốc gia Hồ Chí Minh tổ chức lớp học “cao cấp lý luận chính trị” thì cũng sảy ra trường hợp có một trường đại học hoặc học viện khác cũng xin tổ chức lớp học. Do đó, việc thực hiện mở lớp tại Học viên chính trị quốc gia Hồ Chí Minh gặp rất nhiều khó khăn. Mặt khác, số lượng cán bộ, viên chức quản lý được đào tạo về lý luận chính trị sẽ rất đông và không nằm trong kế hoạch của Đảng Ủy khối các trường đại học, cao đẳng và Bộ Giáo dục và Đào tạo. Kết quả là việc mở lớp học “Cao cấp lý luận chính trị” tại Trường Đại học Kinh tế Quốc dân phải dừng lại.
Qua ý kiến của đơn vị quản lý cấp trên, kế hoạch tổ chức một lớp học “cao cấp lý luận chính trị” của Trường Đại học Kinh tế Quốc dân nói riêng và của các trường đại học, học viên, viện nghiên cứu (trừ Học viện chính trị quốc gia Hồ Chí Minh) chắc chắn sẽ không được thực hiện. Do đo, số lược cán bộ, viên chức quản lý có trình độ lý luận chính trị cũng phần nào giảm đi rất nhiều.

3. Bài học kinh nghiệm
Để thực hiện một dự án, một đề án, hay mở một lớp học theo đúng kế hoạch. Ngoài các yếu tố như thời gian thức hiện, kinh phí thực hiện, tiến độ triển khai… cần phải quan tâm đến các yếu tố khác. Có thể thấy ở đây, yếu tố khác lại là yếu tố quyết định việc thành công hay thất bại của việc thực hiện mở một lớp học.
Qua môn học quản lý dự án đã giúp tôi tất nhiều trong việc lập kế hoạch để thực hiện một đề án, hay việc mở một lớp học. Việc mở một lớp học cũng giống như thực hiện một dự án. Khi thực hiện dự án có những thành công và thất bại tại các điểm khác nhau trong vòng đời dự án, đó là lý do tại sao tôi làm theo một vấn đề và rủi ro quá trình quản lý. Chìa khóa để dự án thành công là học hỏi từ thất bại của dự án trong quá khứ và để đưa những bài học kinh nghiệm thành hành động. Ngoài ra, chúng ta cần phải có một kiến thức tốt về quản lý dự án và đưa chúng vào thực tế. Nó sẽ là một bài học kinh nghiệm sâu sắc cho tôi trong công tác đào tạo cán bộ, viên chức tại Trường Đại học Kinh tế Quốc dân.
