Phương tiện và vật chất huy động gồm 628 ô tô, 11.800 thuyền, 20.000 xe đạp thồ và các loại xe thô sơ, hàng chục nghìn tấn vũ khí, đạn, lương thực, thực phẩm, thuốc chữa bệnh.
