- Nghị định 163/1999/NĐ-CP quy định về việc Nhà nước giao đất lâm nghiệp cho tổ chức, hộ gia đình, cá nhân sử dụng ổn định lâu dài dưới hình thức giao đất không thu tiền sử dụng đất và cho thuê đất lâm nghiệp; đối tượng được Nhà nước giao, cho thuê đất lâm nghiệp; căn cứ, hạn mức và thời hạn được giao đất lâm nghiệp; quyền và nghĩa vụ của người được giao, được thuê đất lâm nghiệp; việc cấp GCNQSDĐ đối với đất lâm nghiệp.
