Hướng dẫn công tác lập và quản lý chi phí các dịch vụ hạ tầng kỹ thuật; tổ chức lập để Ủy ban nhân dân tỉnh công bố hoặc ban hành định mức dự toán các dịch vụ hạ tầng kỹ thuật trên địa bàn tỉnh mà chưa có trong các định mức dự toán do Bộ Xây dựng công bố, hoặc đã có nhưng không phù hợp với quy trình kỹ thuật và điều kiện cụ thể của địa phương; tham mưu, đề xuất với Ủy ban nhân dân tỉnh hướng dẫn việc áp dụng hoặc vận dụng các định mức, đơn giá về dịch vụ hạ tầng kỹ thuật trên địa bàn tỉnh và giá dự toán chi phí các dịch vụ hạ tầng kỹ thuật sử dụng nguồn vốn ngân sách của địa phương

Guidelines for the establishment and management of costs of technical services; held up to the people's Committee of the published or issued norm estimation of technical services on the province that's not in the norm estimation by the Ministry of construction announced, or did not match the technical processes and specific local conditions; the General staff, proposed to the provincial people's Committee to guide the application or manipulate the norm, the unit cost of service infrastructure in the province and a cost estimate costs of technical services, use of local budget

To guide the establishment and management costs of infrastructure services; held up to the provincial People's Committee published or issued to the estimation of infrastructure services in the province, but no estimates of the norms published by the Ministry of Construction, or was there but not accordance with the technical process and the specific conditions of the locality; advise and recommend to the provincial People's Committee to guide the application or use of norms, unit prices of infrastructure services in the province and cost estimates costs of infrastructure services using funded by local budgets
