Thôn A Sáp và thôn Cân Tôm là hai thôn mà người dân tái định cư từ thủy điện A lưới, cuộc sống càng khó khăn hơn vì không có đủ đất để canh tác. Sau 3 năm về tái định cư, người dân đã tiêu hết số tiền đền bù từ công ty thủy điện A lưới. Các chương trình phục hồi sinh kế chưa đủ để giúp họ đảm bảo cuộc sống. Hiện nay, nhiều gia đình vẫn phải đi vay mượn hàng ngày để có miếng ăn. Nhiều hộ muốn làm chăn nuôi, tạo sinh kế mới nuôi sống gia đình nhưng họ không tiếp cận được các nguồn vốn vì nhiều lý do.
