Trong nhiều năm qua, đầu tư trực tiếp nước ngoài (FDI) là một nguồn lực lớn giúp chúng ta phát triển kinh tế. Tuy nhiên ở từng thời điểm, ở từng trình độ phát triển, chúng ta cần phải có những chiến lược thu hút FDI phù hợp để phát huy tối đa hiệu quả của những luồng vốn này. Theo TS. Nguyễn Mại, Chủ tịch Hiệp hội doanh nghiệp có vốn đầu tư nước ngoài, hiện nay 60 tỷ USD vốn FDI đã được giải ngân, tuy nhiên số tiền mà ngân sách nhà nước thu về từ các doanh nghiệp FDI mỗi năm chỉ khoảng 1,5 tỷ USD. Con số này là quá nhỏ bé so với những ưu đãi về nguồn lực mà các doanh nghiệp FDI được hưởng như đất đai hay tài nguyên thiên nhiên. Một điểm đáng lưu ý khác là dòng vốn FDI đang đổ dồn quá nhiều vào các lĩnh vực đất đai, bất động sản.
