3.1. Những tồn tại và hạn chế trong hoạt động huy động và quản lý vốn đầu tư theo hình thức PPP tại Việt Nam
3.1.1. Những vấn đề còn tồn tại:
Mô hình lựa chọn chưa phù hợp, chưa có nhiều phương thức huy động vốn, các dự án chưa chủ động tìm vốn, chưa khai thác hết tiềm năng về vốn trong xã hội, năng lực của cán bộ quản lý còn kém, chưa có 1 đơn vị cụ thể tập hợp các nguồn vốn nhà rỗi trong xã hội để phục vụ cho các dự án theo mô hình PPP
3.1.2. Nguyên nhân của những tồn tại
Hệ thống văn bản pháp luật chưa hoàn thiện, các tổ chức tín dụng còn hạn chế trong việc cho vay vốn, chính sách ưu đãi của chính phủ chưa hấp dẫn, tốc độ phát triển kinh tế còn thấp.
