Thứ hai, khuyến khích FDI của Trung Quốc vào Việt Nam không phải theo hướng khai thác thị trường Việt Nam, mà là theo hướng sản xuất xuất khẩu, đặc biệt là xuất khẩu trở lại thị trường Trung Quốc với hơn 1,3 tỷ dân. Điều chỉnh luật đấu thầu theo hướng chỉ đấu thầu quốc tế những dự án mà doanh nghiệp Việt Nam không thể làm được. Khi đấu thầu quốc tế, tiêu chí chất lượng công nghệ, tiến độ phải được đề cao.
