Các chương trình của Hội Thủy sản tập trung vào 3 lĩnh vực chính: tuyên truyền các chủ trương của Đảng, các chính sách pháp luật của Nhà nước có liên quan và phối hợp với các cơ quan ban ngành tổ chức các lớp tập huấn, hội thảo và tham quan học hỏi kinh nghiệm về nuôi trồng thủy sản. Trong năm 2014, Hội thủy sản đã tổ chức 9 lớp tập huấn (30 - 50 người/lớp), 4 hội thảo (100 người/hội thảo) và 2 chuyến tham quan (30 - 35 người/ chuyến tham quan) để các thành viên trong Hội có thể tiếp cận và học hỏi những quy trình nuôi trồng thủy sản mới. Ngoài ra, Hội còn phối hợp với các sở ngành liên quan để hỗ trợ giống và kỹ thuật cho một số hội viên có những mô hình nuôi trồng thủy sản tiêu biểu. Tuy công tác tập huấn chuyển giao khoa học kỹ thuật đã được tăng cường, số lượng các lớp học và số thành viên tham gia vẫn còn khá hạn chế so với nhu cầu của học viên. Nguyên nhân là nguồn kinh phí của Hội khá eo hẹp do Hội không thu được hội phí, các nguồn kinh phí đều được tài trợ từ các đơn vị khác.
