COECCO xin trả lời thư ông ngày 17/9/2017 và các thư trước đó như sau:
1. Việc báo cáo hoạt động của Locrian trong khu vực 421,53 km2:
COECCO khẳng định từ năm 2013 đến nay luôn báo cáo thường xuyên định kỳ 3 tháng, 6 tháng, 1 năm gửi cho các cơ quan Chính phủ Lào (tỉnh Xiêng Khoảng, Bộ Tài nguyên Thiên nhiên và Môi trường, Bộ Kế hoạch và Đầu tư) về khối lượng công việc và hoạt động của Locrian trong khu vực 421,53 km2 căn cứ vào báo cáo của Locrian gửi cho COECCO và tình hình thực tế.
2. Việc làm các thủ tục xin gia hạn hợp đồng khảo sát khu vực 421,53 km2:
Mặc dù Locrian không thực hiện xong kế hoạch khảo sát của Chính phủ Lào và hợp đồng tìm kiếm, khảo sát hết hạn vào ngày 24/7/2016. Nhưng COECCO cũng đã thống nhất với Locrian trong việc tiếp tục xin gia hạn thêm 3 năm để tiếp tục hoàn thành công việc bằng việc nộp đơn xin gia hạn số 592 ngày 13/5/2016 gửi Bộ Bộ Kế hoạch và Đầu tư. Trong đó COECCO đã báo cáo kết quả thăm dò khu vực 421,53 km2 do COECCO và Locrian đang thực hiện theo kế hoạch khảo sát được Cục Địa chất Khoáng sản phê duyệt ngày 06/11/2013 chưa hoàn thành đề nghị gia hạn để tiếp tục khảo sát.
COECCO rất tích cực trong việc quan hệ với các cơ quan của Chính phủ Lào để ủng hộ cho việc gia hạn hợp đồng tìm kiếm, khảo sát. Sở Bộ Kế hoạch và Đầu tư tỉnh Xiêng khoảng, Tổng Cục thuế - Bộ Tài chính, Cục Công sản, Cục Địa chất Khoáng sản - Bộ Tài nguyên Thiên nhiên và Môi trường Lào đã có văn bản đề nghị Cục xúc tiến đầu tư - Bộ Bộ Kế hoạch và Đầu tư. Văn bản chuyên môn số 1145/BTNMT.CĐC.KS ngày 18/8/2016 của Cục Địa chất Khoáng sản, Bộ Tài nguyên Thiên nhiên và Môi trường Lào đã ủng hộ.
Cục Xúc tiến đầu tư - Bộ Bộ Kế hoạch và Đầu tư Lào đã tổng hợp ý kiến, nghiên cứu hồ sơ, đã có văn bản số 229/KH.ĐT4 ngày 05/9/2016 báo cáo Bộ trưởng Bộ Bộ Kế hoạch và Đầu tư xin hướng chỉ đạo về việc COECCO đề nghị xin gia hạn Hợp đồng tìm kiếm, khảo sát.
Việc gia hạn giấy phép đầu tư phải làm theo tuần tự thủ tục, nhưng do từ khi gia hạn giấy phép đầu tư lần 1 (24/7/2013-:-24/7/2016) kết quả khảo sát khu vực 421,53 km2 của Locrian không đạt yêu, nên gia hạn giấy phép đầu tư lần 2 này cho khu vực 421,53 km2 các cơ quan của Chính phủ Lào phải xem xét kỹ hơn.
3. Việc Locrian tự báo cáo với Chính phủ Lào:
Theo Thỏa thuận liên doanh giữa hai bên, pháp nhân quan hệ làm việc với Chính phủ Lào là do COECCO đảm nhận. Tuy nhiên thời gian vừa quan Locrian đã tự báo cáo công việc của liên doanh với Chính phủ Lào mà không thông qua COECCO là không tôn trọng. COECCO yêu cầu Locrian không tự làm việc với Chính phủ Lào về công việc của liên doanh giữa COECCO và Locrian khi chưa được sự thảo luận nhất trí của COECCO. Cho nên nội dung này không liên quan đến quan hệ giữa COECCO và Chính phủ Lào.
4. Việc xác nhận nghĩa vụ tài chính:
COECCO đã gửi cho Locrian biên bản xác nhận nghĩa vụ tài chính. Đề nghị Locrian kiểm tra và ký vào biên bản xác nhận nghĩa vụ tài chính các lần mà Locrian đã chuyển tiền cho COECCO để nộp cho Chính phủ Lào và các khoản chi phí phục vụ cho việc làm nghĩa vụ thuế và chi phí quan hệ gia hạn giấy phép.
5. Việc đề nghị của Locrian:
Locrian đề nghị COECCO chuyển nhượng toàn bộ khu vực 421,53 km2 cho Locrian 100% (theo thư ngày 8/9/2016), lãnh đạo COECCO mời lãnh đạo Locrian về văn phòng của COECCO tại thành phố Vinh, Nghệ An, Việt Nam để họp thảo luận và thống nhất. Thời gian như Locrian đề xuất vào ngày 30/9/2016. Khi hai bên thống nhất bằng văn bản thì sẽ cùng nhau trình lên Chính phủ Lào xem xét.

COECCO would answer his letter dated 09.17.2017 and the previous message as follows:
1. The activity reports of 421.53 km2 area Locria:
COECCO confirmed from 2013 until now always report regularly every 3 months, 6 months, 1 year send the Lao Government agencies (Xieng Khouang province and the Ministry of Natural Resources and Environment, the Ministry of Planning and Investment) on workload and operation of 421.53 km2 area Locria based on the report of Locria send COECCO and the actual situation.
2. Employment procedures for contract renewal 421.53 km2 survey area:
Although not done Locria survey plan of the Government of Laos and contract search, surveys expires on 24/7 / 2016. But COECCO Locria also agreed to continue to apply for extension of 3 years to continue the work done by the applicant for extension number 592 dated 13.05.2016 sent to the Ministry of Planning and Investment. In it COECCO reported exploration results 421.53 km2 area by COECCO and Locria Ongoing surveys planned by the Department of Geology Mineral approved on 11.06.2013 unfinished proposal to extend continue to investigate.

4. The certification of financial obligations:

5. The proposal of Locria:
Locria proposed transfer COECCO entire area for Locria 421.53 km2 100% (according to a letter dated 09.08.2016), leaders invite leaders Locria COECCO office in the city of COECCO Vinh, Nghe An, Vietnam to discuss and agree on meeting. Time as proposed on July Locria 30/09/2016. When both parties agree in writing will jointly submitted to the Government of Lao review.
