Ngày 07/11/2016, Ban QLDA có văn bản số 5699/BĐTB2-KTKH về việc cập nhất giá trúng thầu gói thầu “Hệ thống cấp dầu nhiên liệu HFO & DO, theo đó Ban QLDA đã có ý kiến về kết quả đánh giá kỹ thuật và kết quả đàm phán của gói thầu tại các văn bản số 3473/BDDTB-CNTB ngày 12/7/2016 và số 4776/BDDTB-KTKH ngày 23/9/2016. Thẩm quyền quyết định giá trúng thầu của gói thầu là thuộc trách nhiệm của Tổng thầu, PVC dựa trên các quy định về giá gói thầu , dự toán gói thầu để lập và phê duyệt với vai trò Tổng thầu EPC của Dự án.
