Nghiên cứu về đào tạo, bồi dưỡng cán bộ, công chức và giáo dục đạo đức công vụ cho học viên tại các trường chính trị cấp tỉnh.
Trên thế giới, hoạt động đào tạo, bồi dưỡng cán bộ, công chức rất đa dạng và khác nhau ở mỗi nước nhưng đều nhằm mục đích nâng cao năng lực, phẩm chất đạo đức nguồn nhân lực, góp phần xây dựng một nền hành chính công minh bạch, hiện đại.
