Nhận thức của cha mẹ, người chăm sóc trẻ em, cộng đồng và chính trẻ em về nguy cơ xâm hại, bóc lột trẻ em cũng như nhóm trẻ em có nguy cơ cao rơi vào hoàn cảnh đặc biệt chưa đầy đủ, chưa thấy hết được các yếu tố tiềm ẩn dẫn đến trẻ em có thể bị tổn thương. Tình trạng trẻ em vi phạm pháp luật, trẻ em bị xâm hại, bạo lực, bỏ rơi vẫn còn xảy ra ở nhiều nơi, tính chất mức phức tạp hơn.
