Tùy quy mô, tính chất gói thầu, chủ đầu tư quyết định phê duyệt mức giá bán một bộ hồ sơ mời thầu, hồ sơ yêu cầu đối với đấu thầu trong nước, nhưng không quá 2 triệu đồng/hồ sơ mời thầu và 1 triệu đồng/hồ sơ yêu cầu.
Đây là nội dung được quy định tại Thông tư 190/2015/TT-BTC hướng dẫn việc quản lý, sử dụng chi phí trong quá trình lựa chọn nhà thầu các dự án sử dụng vốn ngân sách nhà nước và vốn trái phiếu chính phủ vừa được Bộ Tài chính ban hành.

Thông tư 190 quy định chi phí trong quá trình lựa chọn nhà thầu bao gồm: Chi phí lập hồ sơ mời quan tâm, hồ sơ mời nhà thầu sơ tuyển; chi phí lập hồ sơ mời thầu, hồ sơ yêu cầu; chi phí thẩm định hồ sơ mời quan tâm, hồ sơ mời sơ tuyển; chi phí thẩm định hồ sơ mời thầu, hồ sơ yêu cầu; chi phí đánh giá hồ sơ quan tâm, hồ sơ dự sơ tuyển; chi phí đánh giá hồ sơ dự thầu, hồ sơ đề xuất; chi phí thẩm định kết quả lựa chọn nhà thầu.

Theo đó, căn cứ quy mô, tính chất của gói thầu, chủ đầu tư quyết định phê duyệt mức giá bán một bộ hồ sơ mời thầu, hồ sơ yêu cầu (bao gồm cả thuế) đối với đấu thầu trong nước nhưng tối đa là 2 triệu đồng đối với hồ sơ mời thầu và 1 triệu đồng đối với hồ sơ yêu cầu. Đối với đấu thầu quốc tế, mức giá bán theo thông lệ đấu thầu quốc tế.

Khoản thu từ bán hồ sơ mời thầu, hồ sơ yêu cầu sau khi thực hiện nghĩa vụ nộp thuế theo quy định được chi cho các nội dung phục vụ tổ chức mở thầu, như: Chi vật tư văn phòng; chi hội nghị; chi thông tin, tuyên truyền, liên lạc …

Thông tư 190 cũng quy định rõ về chi phí cho Hội đồng tư vấn giải quyết kiến nghị của nhà thầu về kết quả lựa chọn nhà thầu.

Chi phí cho Hội đồng tư vấn giải quyết kiến nghị của nhà thầu về kết quả lựa chọn nhà thầu là 0,02% giá dự thầu của nhà thầu có kiến nghị nhưng tối thiểu là 1 triệu đồng và tối đa là 50 triệu đồng.

Thông tư 190 có hiệu lực thi hành từ ngày 1/1/2016./.
