Về mặt lý luận: làm rõ quan điểm, đặc điểm vùng KINH Tế TRọNG ĐIểM và PTBV vùng KINH Tế TRọNG ĐIểM; xây dựng tiêu chí đánh giá PTBV vùng KINH Tế TRọNG ĐIểM; chỉ ra những nhân tố mới ảnh hướng đến PTBV vùng KINH Tế TRọNG ĐIểM.
