3. Tiến trình tham gia các FTA của Việt Nam:
Việt Nam đã cùng ASEAN ký kết và triển khai thực hiện 3 hiệp định FTAs là Hiệp định Khu vực Thương mại Tự do ASEAN (AFTA), Hiệp định Thương mại Tự do ASEAN - Trung Quốc (ACFTA) và Hiệp định Thương mại Tự do ASEAN - Hàn Quốc (AKFTA), Hiệp định Thương mại Tự do ASEAN-Úc/Niu Di-lân (AANZFTA) và đã ký Hiệp định hàng hóa của Hiệp định Thương mại tự do ASEAN-Ấn Độ (AIFTA). Đàm phán Hiệp định Khu vực Thương mại Tự do ASEAN – EU hiện đang bế tắc.
Các hiệp định FTA mà Việt Nam đã ký kết hoặc đang tham gia đàm phán:
- Hiệp định Thương mại Song phương Việt Nam – Hoa Kỳ (BTA):
Sau 4 năm đàm phán, Hiệp định BTA đã hai nước ký kết vào ngày 13/7/2000 (hiệu lực năm từ ngày 11/12/2001). Được đàm phán trên cơ sở các nguyên tắc của Tổ chức Thương mại Thế giới (WTO), Hiệp định này không chỉ đề cập tới thương mại hàng hóa, mà còn chứa đựng cả những điều khoản về thương mại dịch vụ, quyền sở hữu trí tuệ và đầu tư. Sau hơn 8 năm thực hiện, Hiệp định đã góp phần tích cực mở rộng trao đổi thương mại song phương. Đối với Việt Nam, quá trình thực thi BTA là quá trình tập dượt quan trọng giúp nước ta có thêm kinh nghiệm và tự tin trong việc tham gia đầy đủ hơn vào hệ thống thương mại đa phương.
Hiệp định khung về Thương mại và Đầu tư Việt Nam – Hoa Kỳ (TIFA):
Hiệp định TIFA được ký kết nhân chuyến thăm chính thức Hoa Kỳ của Chủ tịch nước Nguyễn Minh Triết (tháng 6/2007) nhằm mở rộng hợp tác kinh tế - thương mại song phương.
Hai bên đã thành lập Hội đồng TIFA do lãnh đạo cấp Bộ trưởng của mỗi bên làm đồng chủ tịch. Hội đồng TIFA có nhiệm vụ:
(i) theo dõi, giám sát và tìm ra các cơ hội mới nhằm phát triển quan hệ thương mại và đầu tư giữa hai nước;
(ii) xem xét các vấn đề thương mại và đầu tư mà hai bên cùng quan tâm;
(iii) tìm biện pháp giải quyết các vướng mắc trong quan hệ kinh tế - thương mại song phương, bao gồm cả việc giải quyết những khó khăn và kiến nghị của doanh nghiệp hai nước.
Kèm theo Hiệp định là Phụ lục nêu rõ các vấn đề hai bên sẽ xem xét, bao gồm các vấn đề như: thực thi BTA, bảo hộ quyền sở hữu trí tuệ, thương mại dịch vụ, các biện pháp ảnh hưởng tới chính sách thương mại và đầu tư.

Be negotiated on the basis of the principles of the World Trade Organization (WTO), this agreement does not only refer to trade goods, but also contains provisions on trade in services, intellectual property rights and investment. After more than 8 years, the Treaty has contributed actively expand bilateral trade exchanges. For Vietnam, the process of enforcement of the BTA's important rehearsals process helps our country has more experience and confidence in participating more fully in the multilateral trading system.Framework agreement on trade and investment in Vietnam-United States (TIFA):TIFA agreement is signed the official U.s. visit of the State President Nguyen Minh Triet (June 2007) in order to expand economic cooperation-bilateral trade.The two sides have established the Council of TIFA as leaders of Ministers level on each side as the President. - Bilateral Trade Agreement Vietnam - (BTA) :
After 4 years of negotiations, the two countries BTA was signed on 13.07.2000 (effective year from the date 12.11.2001). Negotiated on the basis of the principles of the World Trade Organization (WTO), the Agreement refers not only to trade in goods, but also contains all the terms of trade in services, ownership Intellectual and investment. After more than eight years of implementation, the Agreement has contributed actively expanding bilateral trade. For Vietnam, the implementation process of rehearsals BTA is important to help our country gain experience and confidence in participating more fully in the multilateral trading system.
Agreement on Trade and Investment Framework Vietnam Investment - USA (TIFA):
TIFA agreement was signed during the visit of the US official State President Nguyen Minh Triet (month 6/2007) aimed at expanding economic cooperation - bilateral trade.
The two the TIFA Council established by the leaders of each party ministerial co-chair. TIFA Council is responsible for:
(i) monitoring, supervision and seek out new opportunities to develop trade relations and investments between the two countries;
(ii) review the problem of trade and investment of mutual interest;
(iii) to seek measures to solve the problems in economic relations - bilateral trade, including the resolution of the problems and proposals of enterprises from both countries.
Enclosed Agreement the Annex stating the issues the two sides will consider and include issues such as: implementation of the BTA, protection of intellectual property, trade in services, measures affecting trade and investment policies from.
