Từ Tháng Tư năm 2015, được sự hỗ trợ tài chính và kỹ thuật của Rosa Luxemburg Stiftung Southeast Asia, Trung tâm nghiên cứu Giới, Gia đình và Phát triển cộng đồng thực hiện dự án “Nâng cao năng lực lãnh đạo cho nữ đại biểu Hội đồng nhân dân cấp xã nhiệm kỳ 2016 – 2021” tại tỉnh Hà Nam và Hòa Bình. Hoạt động đầu tiên của dự án, GFCD đã phối hợp với chuyên gia tư vấn và Hội liên hiệp phụ nữ 2 tỉnh tiến hành khảo sát đánh giá đầu vào.
Các phương pháp thu thập thông tin trong điều tra xã hội học (phỏng vấn bằng bảng hỏi, thu thập tài liệu thứ cấp…) được vận dụng để tiến hành đánh giá thực trạng về trình độ học vấn/chuyên môn, vị trí công tác,…; năng lực lãnh đạo, quản lý; và nhu cầu được đào tạo về kiến thức, kỹ năng của các nữ ứng cử viên tiềm năng HĐND hiện đang công tác tại UBND và ban/ngành/đoàn thể các xã dự án. Từ đó, chỉ ra các nguyên nhân, yếu tố tác động đến thực trạng này và đề xuất giải pháp về đào tạo nâng cao năng lực để khắc phục.
Dưới sự hỗ trợ kỹ thuật, giám sát của GFCD và sự tham gia tích cực của cán bộ Hội liên hiệp phụ nữ cấp tỉnh, huyện và các nữ ứng cử viên HĐND, cán bộ nữ trong UBND, các ban, ngành, đoàn thể cấp xã, hoạt động đã hoàn thành..

1.7. Number of participants
Số người tham gia đánh giá đầu vào, bao gồm:
 01 Chuyên gia về trong lĩnh vực nghiên cứu xã hội học, có kinh nghiệm về giới và phát triển thực hiện việc xây dựng kế hoạch khảo sát, thiết kế bộ công cụ, nhập và phân tích số liêu, viết báo cáo.
 100 người tham gia trả lời bảng hỏi là nữ ứng cử viên HĐND tiềm năng (cán bộ nữ hiện đang công tác tại UBND và ban/ngành/đoàn thể các xã dự án), cụ thể: tại Hà Nam: TT vĩnh Trụ có 23 người, xã Bắc Lý: 27 người; tại Hòa Bình: Xã Thượng Bì: 25 người, xã Sơn Thủy: 25 người.
 Ngoài ra, còn có 02 điều tra viên địa phương là cán bộ Hội phụ nữ tỉnh thu thập báo cáo về số liệu nữ ứng cử viên HĐND, cán bộ nữ.
2. Content/Planning and Evaluation
2.1. Program
Theo kế hoạch, hoạt động đánh giá đầu vào là hoạt động đầu tiên của dự án, là cơ sở để xây dựng chương trình cho các hoạt động can thiệp.
Khảo sát để đánh giá đầu vào sử dụng phương pháp phỏng vấn bằng bảng hỏi, cấu trúc của bảng hỏi bao gồm 4 phần:
• Thông tin cá nhân về bản thân và gia đình cán bộ nữ;
• Kiến thức về giới và hoạt động của HĐND cấp xã;
• Những trải nghiệm cới vị trí đại biểu HĐND cấp xã;
• Nhu cầu đào tạo về kiến thức, kỹ năng cần thiết cho nữ đại biểu HĐND cấp xã. Thông tin này được thu thập khách qua thông qua bảng hỏi định lượng.
Thông tin từ thu thập tài liệu thứ cấp là những số liệu về nữ ứng cử viên HĐND, cán bộ nữ tại các xã dự án.
Trong hoạt động này, GFCD đóng vai trò hỗ trợ kỹ thuật, giám sát hoạt động và cùng với chuyên gia hoàn thiện báo cáo đánh giá đầu vào. Để đảm bảo chất lượng thông tin thu về, điều tra viên địa phương được tập huấn về bảng hỏi và cách thức thu thập tài liệu thứ cấp trước khi tiến hành thu thập thông tin trên thực địa. Cán bộ HPN tỉnh, huyện, xã dự án hỗ trợ khâu tổ chức và hậu cần.

2.2 Objectives to be achieved with the activity
Các mục tiêu hoạt động đặt ra đã đạt được, cụ thể:
- Chuyên gia tư vấn xây dựng xong 01 kế hoạch khảo sát
- 01 Bộ công cụ được thiết kế phù hợp với đối tượng trả lời là các cán bộ nữ đang làm công tác trong UBND, các ban, ngành, đoàn thể. Bên cạnh đó, GFCD mời chuyên gia xây dựng Bộ công cụ đến Văn phòng trực tiếp tập huấn cho 02 cán bộ HPN nữ Hà Nam và Hòa Bình về nội dung cũng như phương pháp điều tra, thu thập thông tin của phiếu hỏi, do đó những thông tin thu được đảm bảo tính chính xác, tính khách quan và đúng với mục tiêu ban đầu đặt ra.
- Khảo sát tại thực địa hoàn thành đúng thời hạn, đúng và đủ cỡ mẫu yêu cầu;
- 01 Báo cáo đánh giá được viết, chỉnh sửa và hoàn thiện, các phát hiện chính của đánh giá cho thấy: Tỷ lệ cán bộ nữ có nhu cầu phấn đấu trở thành nữ đại biểu hội đồng nhân dân cấp xã khá cao (71,3%). Tuy nhiên cán bộ nữ đang có những khó khăn nhất định trong quá trình phấn đấu để tham gia vào vị trí đại biểu HĐND: hạn chế về khả năng lãnh đạo, tổ chức, về trình độ chuyên môn và một số kiến thức (kiến thức về giới, lồng ghép giới, văn bản pháp luật…) , kỹ năng nhất định. Vì thế, việc nâng cao những kỹ năng cơ bản như kỹ năng lãnh đạo, quản lý, kỹ năng thuyết trình, giao tiếp cho cán bộ nữ là cần thiết.
2.3 Participation of the audience
Trong quá trình thực hiện đánh giá đầu vào, GFCD đã phối hợp với chuyên gia tư vấn và Hội liên hiệp phụ nữ cấp tỉnh, huyện, xã. Trong đó:
- Vai trò của GFCD: GFCD điều phối, lên kế hoạch, mời chuyên gia tư vấn, kết nối địa phương và hỗ trợ kỹ thuật. Do khó khăn về kinh phí, GFCD đã chủ động kết nối với 2 tỉnh dự án, mời 2 cán bộ HPN 2 tỉnh đến Ký thỏa thuận hợp tác kết hợp tập huấn điều tra viên tại Trụ sở Văn phòng GFCD. Bên cạnh đó, trong suốt tiến trình triển khai hoạt động, GFCD thực hiện vai trò giám sát để đảm bảo hoạt động đạt hiệu quả và đúng tiến độ.

3. Conclusions
Hoạt động đánh giá đầu vào dự án có ý nghĩa quan trọng, là cơ sở thực tế để biên soạn tài liệu và thiết kế lớp tập huấn về kiến thức, kỹ năng mềm và kỹ năng lãnh đạo đạt hiệu quả, phù hợp với nhu cầu của đối tượng đích.
Hoạt động đã diễn ra thuận lợi và hoàn thành đúng theo kế hoạch: số phiếu phát ra 100 phiếu và số phiếu thu lại là 100 phiếu. 04 báo cáo của xã dự án về nữ ứng cử viên HĐND và cán bộ nữ cũng được thu thập.
Báo cáo đánh giá đã được chuyên gia tư vấn hoàn thiện và được GFCD sử dụng làm thông tin tham khảo, trong thực hiện các hoạt động tiếp theo của dự án.

3. Conclusions
Activities input evaluation projects is significant, as the factual basis for compiling documentation and design training courses on knowledge, soft skills and leadership skills effectively, in line with the needs of the target audience.
