Người phê duyệt sẽ chịu trách nhiệm toàn bộ về nội dung phê duyệt, có thể yêu cầu các đơn vị chức năng tham gia đóng góp ý kiến chuyên môn hoặc không. Riêng các hoạt động cần "Xem xét" của đơn vị liên quan, người phê duyệt có trách nhiệm lấy ý kiến trực tiếp và bổ sung bằng văn bản.
