Trước đó vào ngày 04/12/2014, cơ quan công an cũng đã khởi tố 5 bị can gồm Nguyễn Quốc Viễn (38 tuổi, ngụ quận Phú Nhuận, TP.HCM) - Trưởng Ban Kiểm soát VNCB; Hoàng Đình Quyết (31 tuổi, ngụ quận Tân Phú, TP.HCM) - Phó giám đốc phụ trách VNCB chi nhánh Sài Gòn, Giám đốc VNCB chi nhánh Lam Giang; Phan Minh Tùng (46 tuổi, ngụ quận Phú Nhuận, TP.HCM) - phụ trách tổ tài chính Công ty TNHH Tập đoàn Thiên Thanh); Trần Văn Bình (48 tuổi, ngụ quận Tân Phú, TP.HCM) - Tổng giám đốc Công ty TNHH MTV Trung Dung; Phạm Việt Thép (32 tuổi, ngụ quận Bình Thạnh, TP.HCM) - Giám đốc Công ty TNHH Dịch vụ và thương mại JSC An Phát để điều tra các sai phạm xảy ra tại VNCB.
