The decision of the DSB adopted on the principle of consensus to veto. This is a new principle according to which a decision is not adopted only if all members vote no DSB adopted. This means that the decision of the DSB adopted almost automatically because hard to imagine a decision can be voted against by all the members of the DSB. This principle overcome the fundamental weaknesses dispute settlement mechanism in GATT 1947 which applied the traditional principle of consensus - all decisions are passed only when all members vote through (each members have the right to veto decisions) - a barrier in the adoption of decisions of the dispute settlement body.
