Năm 1997, hầu hết các nước thành viên đã thống nhất rằng sự linh hoạt của nền kinh tế là phương thức tốt nhất để đạt được việc làm đầy đủ. Tuy nhiên ,có một số khó khăn trong việc thực hiên chiến lược này khi mà các nước thành viên đang phải đối mặt với sự mất hiệu quả trong chính sách phát triển kinh tế. Do vậy,Hội nghị thượng đỉnh Luxembourg năm 1997 cũng yêu cầu mỗi nước phải đặt ra các chiến lược riêng của mình để đạt được chỉ tiêu về việc làm đầy đủ
