Khối lượng được Tư vấn giám sát nghiệm thu tính toán theo thực tế, theo hồ sơ bản vẽ thiết kế. Như vậy là không đúng với hình thức hợp đồng trọn gói, và Nghị định số 85/2009 ngày 15/10/2009.
