Theo cam kết gia nhập WTO, mức thuế xuất khẩu sữa bột thành phẩm đến năm 2012 là 25%, nhưng đến nay mức thuế nhập khẩu đang thấp hơn cam kết tạo điều kiện cho các sản phẩm sữa bột nhập khẩu dễ dàng cạnh tranh hơn với các sản phẩm nội địa.
Thuế xuất khẩu nguyên liệu cũng thấp hơn cam kết với WTO. Hiện nay Việt Nam vẫn phải nhập khẩu 70% nguyên liệu bột sữa để sản xuất do nguồn cung trong nước không đáp ứng được nhu cầu.
