Doanh nghiệp phải có vùng nguyên liệu mới được xuất khẩu gạo
Phó Thủ tướng Trịnh Đình Dũng vừa có ý kiến chỉ đạo về việc tiếp tục thực hiện chủ trương xuất khẩu lúa gạo.
Theo đó, doanh nghiệp đầu mối xuất khẩu gạo phải có vùng nguyên liệu hoặc hợp tác, liên kết, đặt hàng với hộ nông dân trồng lúa với lộ trình đã được ban hành theo các chỉ đạo liên quan của Thủ tướng Chính phủ.
Phó Thủ tướng giao các Bộ: Công Thương, Nông nghiệp và Phát triển nông thôn, Tài chính, Ngân hàng Nhà nước Việt Nam và VFA căn cứ chức năng, nhiệm vụ được giao, tiến hành rà soát, kịp thời khắc phục khó khăn, vướng mắc, đồng thời tiếp tục nghiên cứu, có các giải pháp hỗ trợ, khuyến khích thúc đẩy thực hiện lộ trình có hiệu quả.
Trong đó, Phó Thủ tướng giao Bộ Công Thương chủ trì, phối hợp với cơ quan liên quan soạn thảo Nghị định sửa đổi, bổ sung một số điều của Nghị định số 109/2010/NĐ-CP theo quy định, báo cáo Chính phủ trong Quý II/2017. Xem xét việc bãi bỏ Quy hoạch thương nhân kinh doanh xuất khẩu gạo, đồng thời phối hợp với Bộ Nông nghiệp và Phát triển nông thôn, các cơ quan liên quan đánh giá cụ thể kết quả thực hiện lộ trình xây dựng vùng nguyên liệu hoặc thực hiện liên kết sản xuất và tiêu thụ thóc, gạo của thương nhân kinh doanh xuất khẩu gạo giai đoạn 2015 - 2020.
