Đề tài nghiên cứu “ Xây dựng và quản lý CSDL địa chính trên địa bàn thị xã Thuận An, tỉnh Bình Dương” được thực hiện trong thời gian từ… đến … với mục tiêu là đề xuất quy trình xây dựng CSDL địa chính vừa phù hợp với thực tiễn địa phương, vừa đáp ứng quy định hiện hành; xây dựng quy trình vận hành và quản lý CSDL địa chính theo cơ chế văn phòng đăng ký đất đai một cấp; hình thành quy trình đăng ký đất đai điện tử theo hướng hiện đại. Để hoàn thành tốt các mục tiêu đặt ra đề tài sử dụng cách tiếp cận từ lý luận kết hợp với thực tiễn, từ qui định kỹ thuật tới thực tế triển khai, từ kinh nghiệm quốc tế tới thực tiễn trong nước. Trên cơ sở cách tiếp cận này tiến hành nghiên cứu như sau: Nghiên cứu tổng quan về nội dung và yêu cầu kỹ thuật của công tác xây dựng CSDL địa chính, nghiên cứu thực tiễn việc chuẩn hóa tư liệu địa chính, xây dựng CSDL địa chính. Trên cơ sở đó đi sâu về đánh giá và phân tích những quy trình xây dựng CSDL hiện hành của một số địa phương và quy định của Bộ TNMT để xác định vấn đề còn chưa rõ, chưa phù hợp với thực tế. Từ đó đề tài đề xuất quy trình xây dựng CSDL địa chính phù hợp với địa bàn nghiên cứu cũng như làm rõ những vấn đề liên quan đến công tác chuẩn hóa dữ liệu và đồng bộ CSDL địa. Sau đó đề tài sẽ phân tích yêu cầu về mặt lý luận, thực tiễn và pháp lý để đi đến lựa chọn và đề xuất mô hình vận hành CSDL theo cơ chế mới cửa văn phòng đăng ký đất đai một cấp. Đồng thời trên cơ sở tiếp thu, kế thừa có chọn lọc các kết quả, kinh nghiệm trong và ngoài nước về đăng ký đất đai đề tài đề xuất quy trình đăng ký đất đai điện tử theo hướng hiện đại và từng bước định hướng hoàn thiện trên địa bàn thị xã Thuận An, tỉnh Bình Dương. Kết quả là từ quy trình xây dựng CSDL địa chính được đề xuất đề tài đã thực hiện mẫu trên phường Bình Hòa, thị xã Thuận An; Xây dựng quy trình vận hành CSDL theo mô hình tập trung một cấp; Đề xuất quy trình và các cấp độ đăng ký đất đai điện tử hướng tới hệ thống đăng ký đất đai hiện đại.
