Hơn nữa, trình độ dân trí và hiểu biết của nguời dân Việt Nam về các thành tựu khoa học, công nghệ không đươc cao mà hoạt động thanh toán thẻ chịu ảnh hưởng rất nhiều bởi trình độ khoa học công nghệ, đặc biệt là công nghệ thông tin. Đối với một quốc gia có công nghệ khoa học phát triển, các ngân hàng nước này có thể cung cấp dịch vụ thẻ với sự nhanh chóng và an toàn cao hơn. Chính vì thế, việc luôn luôn đầu tư nâng cấp công nghệ luôn được quan tâm nhưng với sự phát triển công nghệ của Việt Nam hiện nay thì công nghệ vẫn chưa đạt được hiểu quả tốt.
