Sự kiện xây Hồ con Rùa lại gắn liền với một công trình quan trọng khác đó là Dinh Độc Lập.
Theo thuật phong thủy, vị trí xây dựng của Dinh Độc Lập nằm trên đầu của Long mạch, nên nơi đây còn có tên gọi khác là Phủ Đầu Rồng. Vị trí đuôi rồng thì nằm ở khu vực Hồ Con Rùa.
Long mạch này có thế của một con rồng đang nằm ngủ. Đuôi rồng nằm cách đó gần 1km, rơi vào vị trí Công trường Chiến Sĩ. Mỗi khi rồng thức dậy, sẽ quẫy đuôi, và những gì xây dựng trên Long mạch này sẽ sụp đổ.
Vì lý do đó, việc xây dựng Hồ Con Rùa ở vị trí đuôi rồng với hy vọng con rùa nặng nề là một trong tứ linh (Long, Lân, Quy, Phụng) có khả năng trấn giữ đuôi rồng, không cho rồng vùng vẫy khi thức dậy!
