Khi nói đến sinh hoạt chính trị ở nước Mỹ, 2 khái niệm được đề cập khá nhiều là bảo thủ (conservative) và tự do (liberal). Tuy nhiên, “bảo thủ” và “tự do” là những khái niệm có tính tương đối và được hiểu khác nhau ở mỗi quốc gia cũng như trong các hệ thống chính trị khác nhau.
Vậy ở Mỹ các khái niệm này được hiểu ra sao, và những ai được coi là những người “bảo thủ” hay “tự do”? Theo “truyền thống”, những người Cộng hòa thường được coi là những người có quan điểm “bảo thủ”, còn những người Dân chủ thường được coi là những người có quan điểm “tự do”.
Tuy nhiên, trong xã hội Mỹ hiện đại ngày nay sự phân chia này ngày càng mang tính tương đối và một người có thể “bảo thủ” trong một vấn đề hay lĩnh vực nào đó lại có thể là ngươi “tự do” trong một vấn đề hay lĩnh vực khác. Quan điểm “bảo thủ” và “tự do” thể hiện trong một số vấn đề chính như sau:
Trong lĩnh vực chính trị
Những người “bảo thủ” chủ trương một chính phủ “nhỏ” vì cho rằng bản chất của chính quyền gắn với bệnh “quan liêu” và nếu chính phủ càng nhỏ thì sự “quan liêu” càng ít đi. Họ nhấn mạnh đến tính hiệu quả của nền kinh tế quốc gia, với nền tài chính “lành mạnh”, bao gồm sự cân bằng ngân sách quốc gia và việc duy trì nợ công ở mức an toàn. Trong khi đó, những người “tự do” thì bị “gán” cho việc điều hành một chính phủ ngày càng phình to, quan liêu và kém hiệu quả.

Những người “tự do” cho rằng nếu để xã hội tự điều tiết thì sẽ “loạn”, khoảng cách giàu, nghèo sẽ tăng lên đe dọa đến sự ổn định và phát triển bền vững của quốc gia. Còn các doanh nghiệp sẽ tìm cách “tự tung, tự tác” để thu được lợi nhuận tối đa, xâm hại lợi ích của người dân, môi trường tự nhiên, xã hội và nhà nước. Do đó, chính phủ phải “đủlớn” để thực hiện các chức năng của mình, thông qua công cụ thuế để giải quyết các vấn đề xã hội, thu hẹp khoảng cách giàu nghèo, cung cấp các dịch vụ và an sinh xã hội cần thiết cho người nghèo và người thu nhập thấp.
