Trên địa bàn tỉnh có 47,12% hợp tác xã đăng ký hoạt động trên các lĩnh vực, bao gồm cả lĩnh vực nông, lâm nghiệp, thủy sản. Một số hợp tác xã đã mạnh dạn đầu tư sản xuất, kinh doanh vào lĩnh vực nông nghiệp, nông thôn; áp dụng khoa học-công nghệ tiên tiến, sản xuất theo quy trình, quy mô đầu tư lớn.Trong quá trình triển khai hoạt động kinh doanh gặp khó khăn trong huy động nguồn lực và đề nghị hỗ trợ từ nguồn ngân sách nhà nước, theo quy định tại Nghị định số 210/2013/NĐ-CP. Tuy nhiên, chưa có cơ sở pháp lý để xem xét, bố trí nguồn lực hỗ trợ đầu tư dự án theo yêu cầu của hợp tác xã. Nguyên nhân: Nghị định số 210/2013/NĐ-CP quy định về đối tượng áp dụng, được hỗ trợ đầu tư là doanh nghiệp, không bao gồm hợp tác xã đầu tư vào nông nghiệp nông thôn.
