Ông Obama cho rằng thế giới không còn bị đe dọa bởi những “đế chế xấu xa nữa mà bởi các quốc gia đang sụp đổ”. Theo ông, trật tự thế giới mà Mỹ xây dựng sau Thế chiến II đang phải đối mặt với thực tế mới này.
