Cơ cấu của hệ thống giáo dục và đào tạo đã được điều chỉnh nhằm tạo ra một hệ thống hoàn chỉnh, đa dạng và mềm dẻo, thích hợp với nền kinh tế thị trường. Mạng lưới các trường phổ thông, chuyên nghiệp, cao đẳng và đại học đã được tổ chức lại để sử dụng một cách hiệu quả hơn đội ngũ giáo chức và cơ sở vật chất tại các trường này, phục vụ tốt hơn các yêu cầu ngày càng cao của sự phát triển kinh tế - xã hội của toàn đất nước và các địa phương.
