Việc kiểm toán của KTNN đối với các khoản chi này từ khâu phân bổ vốn đến việc sử dụng vốn tại các đơn vị kinh tế được nhận vốn là sự kiểm soát cần thiết bảo đảm giảm thiểu rủi ro và nâng cao hiệu quả sử dụng vốn.
