Căn cứ vào chỉ thị trên, ngày 20 tháng 11 năm 1978 , Bộ y tế đã ban hành thông tư 4200/BYT/CB hướng dẫn việc thực hiện chỉ thị 265 của Chính phủ yêu cầu các sở, ty, các đơn vị trực thuộc, các phòng y tế, các ngành nghiên cứu thực hiện, trong đó có đề cập đến các dân tộc thiểu số ở vùng rẻo cao : “ Đối với đồng bào dân tộc ít người, nếu gia đình đông con từ 4 con trở nên mà tự nguỵên xin đặt vòng hoặc áp dụng các biện pháp tránh thai thì giải quyết theo yêu cầu của họ ”.
