3. Áp dụng chương trình thí điểm cho vay đối với các mô hình liên kết, ứng dụng công nghệ cao và phục vụ xuất khẩu các sản phẩm nông nghiệp nhằm hỗ trợ, khuyến khích các doanh nghiệp và nông dân tích cực tham gia các mô hình sản xuất mới của Ngân hàng Nhà nước tại Quyết định số 1050/QĐ-NHNN về chương trình cho vay thí điểm phục vụ phát triển nông nghiệp theo Nghị quyết 14/NQ-CP ngày 5/3/2014 của Chính phủ.
4. Ban hành cơ chế, chính sách hỗ trợ vay tín dụng với mức ưu đãi để các cơ sở đầu tư giàn sấy hạt giống và hệ thống kho lạnh để bảo quản sau thu hoạch; hỗ trợ cơ sở sản xuất giống cũng như nông dân phí tham gia bảo hiểm nông nghiệp, giúp hạn chế tối đa rủi ro, tạo dựng sự gắn bó của nông dân với sản xuất giống.
