Trong nền kinh tế thị trường, thuế được coi là công cụ quan trọng để điều

tiết vĩ mô nền kinh tế. Thuế không những là nguồn thu quan trọng chủ yếu

của ngân sách nhà nước, mà còn có ảnh hưởng to lớn đến công cuộc phát triển

kinh tế, đảm bảo công bằng xã hội. Chính vì vai trò quan trọng này của thuế,

nên với mỗi chính sách thuế khi ban hành phải phù hợp với yêu cầu của đất

nước trong từng hoàn cảnh cụ thể.
