Nhìn vào cấu thành của gói kích cầu, ta có thể thấy đáng chú ý nhất là khoản chi tiêu cho nó. Hơn nữa, không hẳn sẽ được thực hiện hoàn toàn vì còn phải phụ thuộc vào điều kiện trên thị trường tín dụng (trong và ngoài nước), cũng như phụ thuộc vào nhu cầu vay vốn của doanh nghiệp Việt Nam, mà điều này đến lượt nó phụ thuộc vào nhu cầu của nền kinh tế, là cái hiện đang có xu hướng yếu đi.
Theo năm 2009, Chính phủ có những hành động chi tiêu liên quan đến ngân sách như sau, đúng như kế hoạch trong gói kích cầu:
