Căn cứ Luật dân sự Nước Cộng hòa Xã Hội Chủ nghĩa Việt Nam.
Căn cứ Nghị định 29/2014/NĐ – CP ngày 10/04/2014 của Chính phủ về việc di sản trôi nổi trong dân gian có hiệu lực từ ngày 01/06/2014
Căn cứ pháp lệnh ngoại hối số 06 /2013/UBTVQH13 ngày 18/03/2013 của Ủy ban thường vụ Quốc Hội và Nghị định 70/2014/NĐ – CP ngày 17/07/2014 của Chính phủ quy định chi tiết thi hành pháp lệnh ngoại hối.
Căn cứ giấy phép do cơ quan Nhà nước cho phép trong hệ thống xử lý và chuyển giao được tìm kiếm, nhận chuyển giao, vận chuyển và xử lý trên lãnh thổ Việt Nam;
Căn cứ vào nhu cầu và khả năng thực tế đàm phán của hai bên.

Sau khi hai bên bàn bạc trao đổi hai bên đi đến thống nhất ký Hợp đồng ủy thác theo các điều khoản sau:
ĐIỀU 1. NỘI DUNG ỦY THÁC
0 Bên A là bên đang lưu giữ các chứng chỉ mệnh giá 25,000 Dinars Irac (Hai
1 mươi lăm ngàn), không phải là dạng tiền mặt đang lưu thông. Gọi tắt là hàng hóa và phát hành ngày 15/10/2003 trở về sau có nguồn gốc trôi nổi trên lãnh thổ Việt Nam do lịch sử để lại, không có tranh chấp, phù hợp với các quy định của pháp luật Việt Nam
2 Bên A muốn chuyển giao và nhận lại tiền VNĐ lưu thông hợp pháp trong nước và quốc tế theo đúng quy định của pháp luật.
Bên A ủy thác cho bên B tiếp cận và làm việc với đối tác nước ngoài có nhu cầu nhận để xử lý 25,000 Dinars Irac và thanh toán cho Bên A bằng tiền VND, lưu thông hợp pháp.
0 Nắm rõ lộ trình các bước giao dịch quy đổi, tính pháp lý, năng lực tài chính của đối tác nước ngoài, đảm bảo giao dịch thành công theo ý chí của Bên A và đúng quy định của pháp luật.
1 Bên A giao cho Bên B quy đổi hàng hóa 25,000 Dinars Irac theo tỷ lệ: 250 triệu VNĐ/ 1lốc 25,000 Dinars Irac gồm 100 tờ mệnh giá 25,000 Dinars Irac và 11 tờ bond đựng trong bao giấy)theo hinh mẫu.
