II. Các bước chiến lược của chiến tranh nhân dân
Căn cứ vào các đặc điểm của chiến tranh nhân dân là “chính nghĩa”, “lấy ít địch nhiều, yếu chống mạnh”, để có bước chiến lược phù hợp với chiến tranh nhân dân.
Vào giai đoạn đầu do ta còn yếu hơn địch , nhiệm vụ hàng đầu là phải đấu tranh với địch để tồn tại, gọi là giai đoạn bảo toàn lực lượng. Từ yếu chuyển sang mạnh là giai đoan thay đổi tương quan lực lượng giữa ta và địch có lợi cho ta. Từ mạnh đi đến thắng lợi là giai đoạn làm thất bại âm mưu xâm lược đen tối của địch. Xuất phát từ tính chất của chiến tranh nhân dân là chiến tranh chính nghĩa, tính nhân đạo luôn xuyên suốt cuộc chiến. Đánh địch thua, giành được thắng lợi, chưa đủ, dập tắt chiến tranh bằng cách xóa bỏ đi hận thù, biến thù thành bạn, sống hòa bình, hữu nghị với nhau, thể hiện tư tưởng nhân nghĩa xuyên suốt các cuộc chiến tranh nhân dân của Việt Nam từ ngàn đời qua. Vì vậy, chiến tranh nhân dân phải có bước chiến lược “hòa hiếu giữa hai bên”.
