Ưu tiên đầu tư cơ sở GD thực hiện nhiệm vụ phổ cập
Theo Nghị định này, Nhà nước sẽ ưu tiên đầu tư, tạo điều kiện cho các cơ sở giáo dục thuộc hệ thống giáo dục quốc dân thực hiện nhiệm vụ phổ cập giáo dục, xóa mù chữ.

Đồng thời, khuyến khích và tạo điều kiện cho các tổ chức quốc tế, người nước ngoài, người Việt Nam định cư ở nước ngoài tham gia vào việc thực hiện phổ cập giáo dục, xóa mù chữ ở Việt Nam theo quy định của pháp luật.

Nhà nước thực hiện chính sách hỗ trợ cho các đối tượng được miễn, giảm học phí và hỗ trợ chi phí học tập khi tham gia các chương trình phổ cập giáo dục, xóa mù chữ theo quy định.

Các cá nhân tham gia tổ chức, quản lý, dạy học và các công việc khác để thực hiện phổ cập giáo dục, xóa mù chữ được hưởng thù lao theo quy định của Nhà nước.

3 mức chuẩn phổ cập giáo dục THCS

Nghị định cũng quy định các tiêu chuẩn công nhận các xã, huyện, tỉnh đạt chuẩn phổ cập giáo dục mầm non; đạt chuẩn phổ cập giáo dục tiểu học; đạt chuẩn phổ cập giáo dục trung học cơ sở và đạt chuẩn xóa mù chữ.

Điểm mới của Nghị định 20/2014/NĐ-CP so với Nghị định số 88/2001/NĐ-CP ngày 22/11/2001 là về tiêu chuẩn công nhận đạt chuẩn phổ cập giáo THCS.
